Orbit South - ThreeSixty Tenant View & ThreeSixty Online

Orbit South is part of the Orbit Group and manages almost 15,500 properties for families, couples, single and elderly people living in a mixture of rented, leasehold, supported and home ownership properties.

Orbit Group has grown to be one of the largest housing organisations in the country, employing over 1,500 people and providing more than 37,000 high quality homes in the Midlands, South East and the East of England. Orbit help to build communities by providing a wide range of homes that people can afford, investing in people and places, providing services that people want and need.

Objective

Orbit wanted a solution that would help them tackle tenancy fraud across the properties they manage.  This included the ability to;

  • assess existing tenancies
  • identify  potential fraud at point of application and allocation
  • trace individuals that have moved and still owe money

Solution

To enable Orbit South to detect fraud amongst existing tenants, monitor existing tenants for change of circumstances and prevent fraudulent applications and allocations, Callcredit recommended two products, ThreeSixty Tenant View and ThreeSixty Online.  These two solutions would allow Orbit South to quickly priorities cases for further investigation.

ThreeSixty Tenant View enables Orbit to quickly assess existing tenancies, to ensure that the expected tenants are still resident. And, where this is not the case, Callcredit can trace the expected tenants and name the current occupiers.

ThreeSixty Online provides a quick and seamless online solution to help Orbit identify tenancy fraud at time of application and allocation.  If a possible fraudulent application is flagged during an identity check, and an exemption applies, Orbit can then make an additional search to review the full household composition and circumstances of the applicant, helping the housing manager to make the most accurate decision.

Results

With Callcredit’s clear categorisation Orbit South was able to identify, from the data matches provided, which cases to dedicate resource to.  With 18 red leads, (most likely fraud taking place) and 31 amber leads (a high chance of fraud) being identified Orbit was able to save time and money focusing efforts where needed. 

  • Success was achieved in both categorisations which have enabled Orbit to save around £1m.

Orbit has achieved success in tracing individuals and has around 100 on going cases which it is investigating further.  Credit searches are now undertaken on all new applications which has provided Orbit with quality data on which to base their investigations.

  • 6 cases of homeless payment fraud have been stopped at a cost of £6,000 per property
  • 32 properties have been recovered between August 2013 and March 2014 with a saving overall of £ 475,000 and generated funds of £745,000
  • Two fraudulent acts of succession of tenancy have been identified, freeing up properties for the local authority to allocate, saving  them approximately £36,000 pa
  • £10,400 of arrears have been recovered through fraud investigations
  • 6 cases of fraudulent right-to-buy applications were detected saving £441,000 in discounts
  • In excess of £100,000 of housing benefit fraud has been detected by Orbit, and referred on to the local authority.
  • ROI – 306:1 based on a Return of £612k and a spend of £2k
