The government has closed a legal loophole which would allow some homeowners to get away without having Home Information Packs (Hips) after their introduction in June 2007.
New regulations mean that houses put on the market before the June deadline will need a Hip if they remain unsold by November 2007.
The compulsory packs will include information about the property such as a home condition report, local authority information and environmental information and will be paid for by the seller.
The move has been backed by the Association of Home Information Pack Providers (AHIPP), which claims that it will stop companies making money from buyers by listing properties on the market prior to the deadline.
"Any home without a Hip after June next year will be at a distinct disadvantage against properties that do have a Hip, containing a valuable Home Condition Report, and vendors run the risk of being unable to sell as quickly or even at all," said Mike Ockenden, director general of AHIPP.
"As a buyer which house would you favour? One which has a free condition report to one that does not."
